الملخص
الملخَّـص: تعالج هذه الدراسة موضوع واقع التخطيط الوطني للمعلومات في الجزائر من خلال توضيح مفهومه وإبراز أهميته وأهدافه التي تجعل منه ضرورة حتمية لتطبيقه على أرض الواقع، مع توضيح أهم المستويات الأساسية التي يتكون منها هذا الأخير وتحديد الدور الفعال الذي يلعبه التخطيط الوطني للمعلومات في إحداث التنمية الوطنية من جميع جوانبها وأشكالها، لنتطرق في الأخير إلى إستراتيجية صياغة الخطة الوطنية للمعلومات في الجزائر. إضافة إلى توضيح أهم المعوقات التي تحول دون تطبيق مشروع التخطيط الوطني للمعلومات في الدولة على أرض الواقع. ومن أجل معالجة هذا الموضوع قمنا بدراسة ميدانية على عينة من أساتذة التعليم العالي والمتخصصين في علم المكتبات والمعلومات بالجزائر. Résumé : Cette étude traite le thème de la planification nationale des informations en Algérie pour clarifier et illustrer son importance et son objectif qui lui permet d’être nécessaire dans son application sur le terrain avec la clarification des seuils les plus fondamentaux de ses composants ainsi que la limitation des rôles que joue la planification nationale des informations dans la modernisation du développement national sous ses différentes formes et aspects pour élaborer la stratégie de formulation du plan national d’information en Algérie . En plus de cela, soumettre une clarification des principaux obstacles qui bloquent l’application pratique du projet de planification national d’information dans le pays. Dans notre travail nous avons élaboré une étude pratique sur un échantillon composé d’enseignants universitaires spécialisés en bibliothéconomie en Algérie. Abstract : This study deals with the situation of national information planning in Algeria through the clarification of this concept, the highlighting of its importance and objectives that render it a necessity for its concrete application. The study intends also to clarify its fundamental levels that constitute the concept itself delimiting the active role of national information planning in generating national development at all levels. In the end, we dealt with the formulation of a strategy related to the national information plan in Algeria showing, at the same time, the main obstacles that do not permit practically the setting up of the project for planning national information in the country. We have arranged a survey upon a sample of library and information science university teachers to treat this subject.
