آليات حماية البيئة البحرية من التلوث بالزيت

الملخص
تعتبر ظاهرة التلوث البحري بالزيت من أخطر المشكلات التي تواجه المجتمع الدولي في الوقت المعاصر، و ذلك لما لها من تأثيرات سلبية و ضارة على البيئة البحرية و عناصرها المختلفة ، خاصة و أن هذا النوع من التلوث يعتبر ظاهرة طبيعية و حتمية نتيجة للإعتماد الكبير لدول العالم على المحروقات و تزايد معدل تداولها بالموانئ خلال السنوات الأخيرة، حيث أن كميات هائلة من الزيت تتسرب سنويا أثناء عمليات نقلها من الدول المصدرة إلى الدول المستهلكة ، ونظرا لهذا الوضع الخطر رأى المجتمع الدولي ضرورة وضع نظام قانوني متكامل لحماية البيئة البحرية من أخطار التلوث و ذلك عن طريق مجموعة من الاتفاقيات و المعاهدات الدولية و التي أخذت على عاتقها مهمة وضع مجموعة من الأليات الوقائية التي تهدف إلى حماية هذه البيئة البحرية. The phenomenon of marine pollution with oil is considered to be one of the most serious problems facing the international community in contemporary time, and that’s due to its negative and harmful effects on the marine environment and its different components, especially that this type of pollution is a natural phenomenon and inevitable as a result of the great dependence of the world countries on hydrocarbons and the increase rate of its trading in ports in recent years, whereas huge quantities of oil seep out annually while transferring it from exporting countries to consuming countries In view of this dangerous situation, the international community considered the need to develop an integrated legal regime to protect the marine environment from the dangers of pollution through a series of international conventions and treaties which took on the task of developing a set of preventive mechanisms aimed at protecting this marine environment.
