الرؤية الاقتصادية للجزائر المستقلة من خلال وثائق: )مخطط العقيد لطفي، برنامج طرابلس، وثيقة اتفاقية إيفيان(

الملخص
كان من أهداف جبهة التحرير الوطني تحطيم نظام الإستعمار الفرنسي وأول شيء قامت به من أجل تحقيق هذا الهدف هو القيام بدراسة معمقة لهوية هذا النظام وأبعاد وجوده، وخرجت في الأخير بأنه إحتلال عسكري وإستعمار إستيطاني يحاول الحفاظ على مركزه والحفاظ على مصالحه الأساسية الذي وضع نظام إداري )الإدارة المباشرة( وعمل على تخريب إقتصاديات البلاد، اكتست الثورة الجزائرية منذ بدايتها طابعها الشعبي حيث سعت إلى هدم النظام الإستعماري من جذوره، ولعل الجانب الإقتصادي إعتبر البنية الأساسية لهذا النظام فقد ركزت جبهة التحرير الوطني على تحرير الإقتصاد الوطني من قبضة الإدارة الفرنسية. إذا ما حاولنا القيام بتحليل مواثيق الثورة الجزائرية لإكتشاف النظرة الإقتصادية للجزائر، سنلاحظ أنها تطرقت وبصفة واضحة للإستراتيجية التي سوف تتبعها، تعتبر مواثيق الثورة المنهاج الذي سوف تسير عليه جبهة التحرير الوطني وكذا جيش التحرير وبالتالي فإن بنودهتعتبر مصدرا مهما إذا ما أردنا معرفة موقف الثورة من نشاط الكولون الاقتصادي بالجزائر وكذا البرنامج الإقتصادي للجزائر بعد الإستقلال. شكلت المسألة الإقتصادية محور إهتمام جبهة التحرير الوطني منذ إنطلاق الثورة المسلحة إلى غاية الإستقلال وقد عبرت عن ذلك صراحة من خلال مواثيقها التي كانت تصدرها حيث أخذت حيزا هاما من برنامج هذه المواثيقعلى غرار برنامج طرابلس وكذا إتفاقية إيفيان. كما عبرت القيادة الثورية عن إهتمامها بالجانب الإقتصادي فلم يقتصر دورهم على قيادة الحرب فقط، وإنما سعت إلى تصور الجزائر ما بعد الإستقلال وإعطاء نظرة إستشرافية للمستقبل، ومن بين هذه القيادات نجد العقيد لطفي الذي أعد مخططا إقتصاديا شاملا للجزائر وضع فيه الخطوط العريضة للوجه الذي يتوجب على الجزائر أن تسلكه. ومن هذا المنطلق فقد أخذنا ثلاث وثائق لدراستها من أجل إبراز التصور الإستشرافي لللإقتصاد الجزائري ما بعد الإستقلال وهي : مخطط العقيد لطفي، اتفاقية إيفيان، برنامج طرابلس 1962 . One of the objectives of the National Liberation Front was to destroy the French colonial system. The first thing to achieve this goal was to conduct an in-depth study of the identity of this regime and the dimensions of its existence. But it has figured out that it is a military occupation and colonial colonization trying to preserve its status and its basic interests. The Algerian revolution has taken its popular character since its inception and sought to destroy the colonial system from its roots. The economic aspect is considered the infrastructure of this system. The FLN focused on liberating the national economy from the grip of the French management. As a matter of fact If we try to analyze the charters of the Algerian revolution to discover the economic outlook of Algeria, we will notice that it has clearly dealt with the strategy that will follow. The charters of the revolution are the curriculum that will be followed by the National Liberation Front and the Liberation Army and therefore its items are concidered as an important source if we want to discover the position of the revolution towards The economic colonization of Algeria and the economic program of Algeria after independence. Since the beginning of the armed revolution until independence, the economic issue has been the focus of the FLN's interest. This has been expressed explicitly through its charters, which have taken an important part in the program of these nationalities, such as the Tripoli Program and the Ivorian Agreement. The revolutionary leadership also expressed its interest in the economic aspect, not only to lead the war, but also to envision postindependence Algeria and to give a forward-looking view of the future. Among these leaders is Colonel Lotfi, who prepared a comprehensive economic plan for Algeria, to follow thé right path. In this sense, we have taken three documents to study in order to shed light on the vision of the post-independence Algerian economy; that are: Colonel Lutfi's plan, the Evian agreement, Tripoli 1962.
