الملخص
يدور موضوع هذا المقال حول الوقف العام في الجزائر، وهو يكشف مثلما يشير إليه عنوانه، إلى العلاقة التي تربط فيه بين العلم الذي يتناوله ويدرسه، والسياسة التي تديره وتخطط له وتوجهه. سنتمكن من خلال هذا المقال أيضا، من فهم موضوع الوقف الذي يتعلق في أصله ومغزاه بالملكية، من خلال زاويتين اثنتين متكاملتين ومترابطتين: الأولى اجتماعية بحتة والثانية سياسية بحتة، ليتمكن القارئ من النظر إلى هذا الموضوع بنظرة تخرج عن المألوف وعن الصورة التقليدية الشائعة لدى العام والخاص، تلك التي تجعل من الوقف موضوعا يقتصر ارتباطه بالدين والتاريخ ثم بالقانون في مرتبة حديثة. This article is about the notion of the "Waqf" in Algeria. It reveals, as is indicates in the title, the relation between the science which studies and examines it, and the policy which manages and guides it in the society. The aim of this article is to understand the question of “Waqf” in Algeria linked directly and essentially to the notion of property. This aim will be reached through two complementary and interdependent angles: the first purely social and the second exclusively political. Although it is a subject confined to Religion, to History and recently to the Law sciences, it will be understood -through this article- that the history of the "Waqf" in Algeria may also be a subject of the Political Sciences.
