دراسة تحليلية لسياسة الإنفاق العام في الجزائر

الملخص
نهدف من خلال هذه الدراسة إلى تحليل سياسة الإنفاق العام في الجزائر واتجاهاتها خلال الفترة ) 1990 - 2016 (، من خلال تحليل حجم وهيكل النفقات العامة وتطور كل من الإنفاق العام الجاري والإنفاق العام الاستثماري وكذا تحليل مؤشرات الإنفاق العام في الجزائر. وقد توصلت الدراسة إلى أن الإنفاق العام على طول الفترة المدروسة عرف تزايدا مستمرا خاصة خلال فترة تطبيق برامج الإنعاش الاقتصادي بداية من الألفية الثالثة التي تقوم على أساس ضخ موارد مالية ضخمة في الاقتصاد، كما أن نسبة الإنفاق العام الجاري من الإنفاق العام أخذت الحصة الأكبر مقارنة بالإنفاق الاستثماري. Through this study, we aim to analyze the public expenditure policy in Algeria and its trends during the period (1990-2016) by analyzing the size, the structure of public expenditure and the development of both current public expenditure and public investment expenditure as well as analyzing the indicators of public expenditure in Algeria. The study concluded that public expenditure over the period studied has been steadily increasing, especially during the period of applying the economic recovery programs starting from the third millennium, which is based on injecting huge financial resources into the economy, moreover the proportion of current public expenditure from public expenditure has taken a larger share compared to investment spending.
