من التغير الاجتماعي إلى التغير السياسي : المعطى الحضاري في عملية التنمية الشاملة

الملخص
يعد التغير الاجتماعي ظاهرة مهمة في تطور المجتمعات وبناء الدول على خلفية تفعيل عمل المؤسسات بما يتماشى ومشروع التطور الذي ما انفك أن يتعزز وفق قدرات كل من المجتمع والدولة الواحدة على حد سواء ، وذلك من أجل تفادي الأخطار والتقاطعات التي من شأنها أن تقوض من دعائم العقد الاجتماعي . فالبناء الداخلي هو أساس التحول كونه هو الضابط للعملية المجتمعية التي من شأنها أن تواكب فكرة الإقلاعة ذاتها . بيد أن التغير الاجتماعي يواكب مشروع التنمية والتطور في كامل القطاعات الحية وعلى جميع المستويات الحيوية بما يفسره ذلك الذي يعقده كل مجتمع كامل النضج مع نفسه بتجاوز مراحل الضعف ومحطات الانزلاق. يتزامن ذلك وفق قدرات عمل المجتمع وأهمية الدولة عن طريق الوعي والوعي الجاد من خلال تجديد العهد بالأفكار والرؤى والمشروعات الهادفة للتغلب على مراحل الضعف ومسالك الانهيار . إن إحداث نقلة نوعية بخصوص التغير الاجتماعي ينم عن إرادة حية وفاعلة تأخذ في الحسبان ما مدى أهمية مواكبة سلسلة الأحداث التي يصنعها كل مجتمع قادر على مواكبة مشروع البناء والتطور الإيجابي بما يسمح له أن يجابه سياسات التفتيت والتقسيم والتفكيك كمنافذ من الخارج أمام ضعف الداخل خاصة تلك التي تطال المنطقة العربية على سبيل المثال لا الحصر. The Social change, however, is an important phenomenon in the Evolution of Societies and Nation-building on the back of activating the work of the Institutions in line with the project Development, Which has continued to be enhanced in accordance with the capabilities of both the Society and the State in Order to avoid the dangers, intersections that would undermine the foundations of the Social Contract. This coincides according to the Community's work capacity, and the importance of the State through the consciousness and awareness of the hard work during the renewal of the covenant with Ideas, Visions and Projects are designed to overcome the weaknesses stages and paths of collapse. The make a quantum leap about Social Change reflects the vital determination effectively will take into account the importance of keeping up the chain of events which are made by each society capable of keeping up the construction project and positive development, allowing him to confront fragmentation and division and dismantling policies that affect the Arab region.
