حدود القدرة التنافسية لاقتصاد قائم على الريع ومحاولة تحليل اثار التنظيم الريعي للاقتصاد على التنافسية الخارجية للاقتصاد الجزائري

الملخص

تعتبر التنافسية شرطا لقدرة ولوج المؤسسات إلى الأسواق الدولية. تُكتسب القدرة التنافسية في سياق أداء المؤسسات في أسواق مفتوحة، حيث تسعى هذه الأخيرة عبر خاصية التمايز على زيادة قدرتها على ولوج أسواق جديدة أو المحافظة على الأسواق التي تتواجد فيها. غير أن الاقتصاد الريعي لا يوفر المقومات الضرورية التي تساعد المؤسسات على تمتين قدراتها التنافسية، بل على العكس من ذلك تماما، حيث ينتج الاقتصاد الريعي سلوكيات وآليات تكبح تطوير الميزات التنافسية. ويتطلب الأمر حينئذ القيام بإصلاحات شاملة ومتناسقة تُخرج الاقتصاد من طابعه الريعي وتتجه به إلى فضاء يعطي قيمة أكبر لفضائل الجهد والعمل الذي من شأنه أن يضع المؤسسات في مناخ جديد تكون فيه المنافسة فرصة اقتصادية وليست تهديدا لوجود المؤسسة. Competitiveness is now considered as a prerequisite for the penetration of international markets by companies. Competitiveness is acquired through operating companies in open markets. They seek, through differentiation, to strengthen their ability to penetrate new markets, or at least maintain the markets in which they exist. The rentier economy does not provide the necessary requirements to help companies enhance their competitiveness. Indeed, the rentier economy was behind the emergence of behaviors and mechanisms that hinder the development of competitive advantages. Consequently, it is necessary to engage global and coherent reforms that transform the economy of its rentier nature to another kind of economy based on effort and work which may lead companies in a new context in which the economic competitiveness regarded as an economic opportunity rather than a threat to their survival.
