الملخص
أدى تزايد حدة المشاكل البيئية وتداعياتها الخطيرة على النظم والعناصر الطبيعية عبر نطاق واسع من دول العالم خلال العقود الأخيرة، إلى تحول كبير في مواقف المجتمعات المعاصرة تجاه قضايا المحيط البيئي، من خلال ارتفاع درجة اهتمامها بالوضع البيئي الراهن وإدراكها لحقيقة آثاره الوخيمة على استدامة البيئة الطبيعية، حيث عرف مفهوم البيئة وفي خضم هاته التحولات والتغيرات العامة تطورا كبيرا سواء من حيث مضامينه ومدلولاته، أو من حيث أبعاده وأولويته ضمن مختلف مناحي الحياة الإنسانية سياسيا واقتصاديا واجتماعيا وبالأخص قانونيا. The increasing environmental problems and their serious consequences for natural systems and elements across a wide range of countries in the last decades have led to a significant shift in the attitudes of contemporary societies towards the environmental issues through their high degree of interest in the current environmental situation and their awareness of the adverse effects on the sustainability of the natural environment, Where the concept of the environment and in the midst of these transformations and changes in general development is great both in terms of implications and meanings, or in terms of dimensions and priority in various aspects of human life politically, economically and socially, and legally.
