جهود الأمم المتحدة في مراقبة انتشار الأسلحة: دراسة معاهدة تجارة الأسلحة التقليدية

الملخص
ملخص: أدى تصاعد حدة ظاهرة انتشار النزاعات المسلحة الناتجة عن انتشار الأسلحة التقليدية في العالم وما حملته من تزايد أعداد الضحايا وتعرض حقوق الانسان للانتهاك بهيئة الأمم المتحدة إلى تعزيز جهودها لمواجهة الظاهرة من خلال اصدار صك ملزم قانونا يهدف لمراقبة وضبط انتشار الأسلحة التقليدية ومنع وصولها لمنتهكي حقوق الانسان، ومنع تسريبها إلى السوق غير المشروعة أو استخدامها لارتكاب أعمال ارهابية، وذلك بوضع معايير دولية وقواعد قانونية لتنظيم عملية نقل الأسلحة التقليدية ومراقبة استعمالها، من خلال اقرار معاهدة تجارة الأسلحة الموقع عليها في 4 أفريل 2013 والسارية المفعول ابتداء من تاريخ 23 ديسمبر2014، حيث سنقوم بتحليل ودراسة نص المعاهدة، بالبحث في الظروف التاريخية ومسار المفاوضات، ثم تناول أحكام وبنود المعاهدة، وأخيرا معرفة المواقف الدولية من المعاهدة. الكلمات المفتاحية: النزاعات المسلحة، انتشار الأسلحة، الأسلحة التقليدية، أنشطة التجارة الدولية. Abstract: With the escalation of the phenomenon of the proliferation of armed conflicts resulting from the increase of conventional weapons in the world, that engenders an increasing number of victims, and violation of human rights, Including in United Nations. To strengthen its efforts, and to confront the phenomenon. A broadcast of a legally binding instrument which for purpose to check and control the proliferation of conventional weapons and prevent the offenders of rights from seizing them, and from preventing their deviation to the illicit market. To make the development of international standards and the legal standards to settle the transfer of conventional weapons, and the control of their use, by the adoption of the commercial treaty of weapons signed April 04th, 2013 put the ATT entered into force on December 23rd, 2014. In this study we shall analyse and shall study the text of the treaty, have let us look in the historic circumstances and the negotiations and let us shall approach then capacities and articles of the treaty.
