الملخص

Modern studies have shown the need for universities to adopt the electronic governance of information and communication technology to keep abreast of the developments in the surrounding environment of the new universities by harnessing electronic governance towards developing the educational institutions' structure and linking universities to each other to improve the educational environment and achieve the quality of higher education. Which can be employed to reduce the cost of quality, based on a new philosophy that is to shape the future vision to achieve the quality of education at the lowest possible cost. Based on the above, the problem of research focuses on the failure of universities to adopt systematic and studied steps of a scientific nature to apply and benefit from electronic governance and not to employ them in translating the real crises experienced by institutions of higher education, among which are the high costs of access to quality and the great value in performance in university performance. The lack of attention to electronic governance and the cost of quality reflected negatively on the quality of higher learning, which was important in containing the contributions of thinkers linking the search variables represented (B) (e-governance, quality of higher education and quality costs), in addition to studying the cost of quality as an intermediate variable, and this is unique to the search for previous research according to the researchers. The researchers reached a number of characteristics, the most important of which is the focus on the use of advanced technology and harnessing them towards the application of quality standards. There is a correlation between search variables and it is clear that the problem of multiple linear correlation between the internal dimensions of the independent variable does not appear, with an indirect effect of the dimensions of e-governance in the quality of higher education.
