الملخص
ملخص: تهتم هذه الدراسة بتحليل أزمة الديمقراطية في العالم العربي في ظل التحديات الداخلية والتحولات العولمية، حيث يؤكد الواقع العربي عدم قدرة الأقطار العربية على تفعيل منظومة القيم الديمقراطية إلى ممارسات ميدانية، والتي حالت دون بناء دولة المؤسسات الضامنة للممارسة الديمقراطية والمواكبة لتحديات العولمة. إرتبطت مشاريع الترويج الدولي للديمقراطية في العالم العربي بعدة مبادرات دولية، أهمها مشروع الشرق الأوسط الكبير الذي يعكس الطموح الأمريكي في الهيمنة على المنطقة العربية في إطار تكريس الدمقرطة القسرية، في حين إرتبطت السياسات الأوروبية في العالم العربي بعدة مبادرات ذات أبعاد إقليمية، و رغم أن هذه السياسات تحمل في طياتها مسعى البناء الديمقراطي ، إلا أن الواقع يؤكد إزدواجية هذه المبادرات بين الخطاب الشكلي والممارسات الواقعية. إن الثورات العربية ساهمت في تكريس الأزمة الديمقراطية في الدول العربية من خلال إعادة إنتاج رموز الأنظمة التسلطية في المنطقة العربية، مما يدل على أن الثورات العربية لم تفض إلى بناء ديمقراطيات مستقرة، بفعل إنحراف المسار الثوري عن ميكانيزمات البناء الديمقراطي، و عدم مراعاة خصوصيات المجتمعات العربية والمرحلة التاريخية التي تمر بها. الكلمات المفتاحية: الديمقراطية، العالم العربي، التحديات.العولمة Abstract This study was performed in order to analyse the Crisis of Democracy in the Arab World in the light of the internal challenges and globalization challenges, it is obvious that the Arab reality shows the incapacity of the arab countries to translate these democratic values into field acts, which prevented building the state institutions granting the democratic practice as responds to the challenges of globalization . The plans of promoting democracy in the Arab world were linked to several international initiatives, among which the great middle east project which reflects the American ambition to dominate the Arab region in the framework of imposing democracy, at the same time the European policies in the Arab world were linked to several initiatives of regional dimensions but, despite the fact that these policies carry in itself an endeavour to build democracy, the reality shows a duality in these initiatives between the formal discourse and the realistic practices. The Arab revolutions have contributed to the consolidation of the democratic crisis in the Arab States through the reproduction of the symbols of authoritarian regimes in the Arab region Which shows that the Arab revolutions did not lead to the building of stable democracies, because of the deviation of the revolutionary path from the mechanisms of democratic building And not to take into account the specificities of the Arab societies and the historical stage they are going through.
