القطاع الفلاحي كالية للتنمية المحلية بالجزائر - ولاية تيارت نموذجا-

الملخص
- لقد أصبح موضوع قطاع الفلاحة محل اهتمام على المستوى العالمي، خاصة بالنسبة للدول التي تعتمد على المنتج الواحد بما فيها الجزائر التي تعتمد على قطاع المحروقات. وما يتعرض وتعرض إليه هذا الأخير من هزات وتقلبات في الأسعار أثرت على مداخيل الدولة. لذا تتسارع حكومات الدول إلى وضع برامج وسياسات فلاحية لتحقيق الأمن الغذائي ومن ثم تحقيق التنمية المحلية.لذا يهدف هذا البحث إلى تبيان مدى مساهمة القطاع الفلاحي من خلال ميكانيزماته المختلفة في تحقيق التنمية المحلية على غرار الشعب الفلاحية بمختلف أنواعها، توفير الغذاء، امتصاص البطالة....الخ. إذ توصلت الدراسة إلى أن هناك دور فعال يقوم به القطاع الفلاحي من خلال مساهمته في زيادة الناتج الوطني بصفة عامة وتحقيق التنمية المحلية بصفة خاصة،وتبين هذا جليا من خلال الدراسة التطبيقية على ولاية تيارت نموذجا. كما أوصت الدراسة على الزيادة من حجم التحفيزات الموجهة للفلاحين خاصة في مجالات القروض والتوعية الفلاحية. Summary: The issue of agriculture has become a global concern, especially for countries that depend on one product, including Algeria, which relies on the hydrocarbons sector. And the exposure and exposure to the latter of shocks and fluctuations in prices affected the income of the state. Therefore, the governments of countries are accelerating the development of agricultural programs and policies to achieve food security and thus achieve local development. This research aims at showing the contribution of the agricultural sector through its different mechanisms in achieving local development, such as the agricultural people of all kinds, providing food and absorbing unemployment. ...etc. The study found that there is an effective role played by the agricultural sector through its contribution to increasing the national output in general and achieving local development in particular. This is evident in the applied study on the state of Tiaret.
