الصكوك الاسلامية ودورها في توفير الاحتياجات الرسمية للدول

الملخص
ملخص :نستعرض في هذه الورقة الدور الذي يمكن أن تلعبه الصكوك الاسلامية في توفير الاحتياجات الرسمية للدول ،وكمدخل للموضوع تستعرض الورقة في البداية ماهية الصكوك الاسلامية (مفهومها ضوابطها ،خصائصها)،ثم ننتقل لعرض أهم استخدامات الصكوك في توفير الاحتياجات الرسمية للدول متمثلة في كونها أداة للسياسة الاقتصادية ودورها في تمويل مشاريع البنية التحتية وتمويل العجز في الموازنة العامة والحد من المديونية مع الاشارة في نهاية الورقة لحجم الاصدار العالمي للصكوك الحكومية وعرض لبعض التجارب الدولية . ا Abstract:In this paper, we review the role that Islamic instruments can play in providing the official needs of States. As an introduction to the subject, the paper first examines the nature of the Islamic instruments. And its role in financing infrastructure projects, financing deficit in the public budget and reducing indebtedness with reference at the end of the paper to the volume of the global issuance of government instruments and the presentation of some international experiences. Résumé: Dans cet article, nous examinons le rôle que les instruments islamiques peuvent jouer pour répondre aux besoins officiels des États. En guise d'introduction au sujet, le document examine d'abord la nature des instruments islamiques. Et son rôle dans le financement de projets d'infrastructure, le déficit de financement du budget public et la réduction de l'endettement, en référence à la fin du document au volume d'émissions mondiales d'instruments gouvernementaux et à la présentation de certaines expériences internationales.
