الملخص
في محاولة للتغلب على مشكلة عدم الاستقرار السياسي الناجمة عن الهيمنة البرلمانية، اهتدت الكثير من الأنظمة البرلمانية إلى ما يعرف بالعقلنة البرلمانية، عن طريق بعض الآليات الدستورية, إلا أنّ انتخاب رئيس الجمهورية عن طريق الاقتراع العام المباشر في هذه الأنظمة، أدى إلى ميلاد نموذج دستوري جديد، عُرف فيما بعد بالنظام شبه الرئاسيّ. وقد اختلف الفقهاء وعلماء السياسة في تسميته وتحديد خصائصه من Maurice Duverger إلى Robert Elgie. Abstract: To try to overcome the problem of political instability resulting from parliamentary hegemony, through certain constitutional mechanisms, or so-called parliamentary rationalization. However, the election of the President of the Republic by direct universal suffrage in these systems led to the birth of a new constitutional model, later called the semi-presidential system. Researchers and political scientists differed in their designation and characterization.
