مجلس الأمن: الأدوار الجديدة في ظل التحولات الدولية الراهنة

الملخص
تُحاول هذه الورقة دراسة أثر التطورات الدولية الحاصلة بعد الحرب الباردة على التطبيقات الحديثة لنظام الأمن الجماعي من خلال مسؤوليات مجلس الأمن في ظل النظام العالمي الجديد انطلاقا من الفصل السابع من الميثاق، و يظهر ذلك جليا في دور المجلس من خلال مجموعة من الأزمات كأزمة الخليج الثانية، وفي الصومال و مشكلة البوسنة، و في حالة ليبيا و القرار 1973 وكذا في سوريا، وهو ما يعبر على امتداد اختصاصاته فيما يخص تحقيق السلم والأمن الدوليين استجابة للمتغيرات الجديدة وعلى النشاط الموسع للمجلس في استخدام تدابير الفصل السابع، وعليه تحاول هذه الورقة النظر في مدى مشروعية هذه الممارسات على ضوء أحكام ميثاق الأمم المتحدة ؟ وما إذا كانت تنطوي على تطوير عرفي لها يستجيب لقواعد النظام العالمي الجديد؟ Abstract : This paper attempts to examine the impact of international transformations occurring after the cold war to modern applications of the system of collective security with the security council in light of the new world order based on chapter seven of the charter, This is evident in the role of the Council through a series of crises such as the second Gulf crisis, Somalia, Bosnia, Libya and 1973, as well as in Syria. This reflects the extension of its mandate to international peace and security in response to new changes and activity. The Council is therefore trying to consider the legitimacy of such practices in the light of the provisions of the Charter of the United Nations. And whether it involves a customary development that responds to the rules of the new world order?
