الملخص
تتدخل الأطراف غير الإدارية في إعداد وثائق التعمير بشكل مباشر او غير مباشر ففي الحالة الأولى لا تكون هذه الأطراف في حاجة إلى أي وساطة بينما في الحالة الثانية تكون ممثلا بناطق باسمها وهي الطريقة المفضلة لدى إدارة التعمير. فماهي آليات المشاركة المباشرة وغير المباشرة في اعداد وثائق التعمير في ظل قانون 90-12 المتعلق بالتعمير في المغرب؟ يقوم التعمير التشاركي على أساس إشراك المواطنين وممثليهم ، وطلب أراءهم في إعداد وثائق التعمير، ضمانا لوضوح الرؤية، وتبادل الآراء، وانسياب المعلومات، والالتزام بالتنفيذ، وتجويد نوعية القرارات، غير هذه المشاركة تتميز بأنها مشاركة مفتوحة ومحدودة. فكيف ذلك؟ Abstract: The non-administrative parties intervene in the preparation of the reconstruction documents directly or indirectly. In the first case, these parties do not need any mediation, while in the second case they are represented by spokesmen in their name, which is the preferred method of the construction department. What are the mechanisms for direct and indirect participation in the preparation of reconstruction documents under the law 90-12 on reconstruction? Participatory reconstruction is based on the involvement of citizens and their representatives and soliciting their views in the preparation of reconstruction documents, in order to ensure clarity of views, exchange of views, flow of information, commitment to implementation and improvement of the quality of decisions. How then?
