"التخطيط العمراني كأحد آليات الإدارة المحلية في مواجهة تحديات التنمية المستدامة "دراسة مقارنة

الملخص
إذا كان مفهوم التنمية المستدامة يعني ضرورة الحفاظ على الموارد الطبيعية للأجيال الحالية والمستقبلية, وهما ما لا يتحقق إلا من خلال المعايير والاشتراطات البيئية للحفاظ على الموارد الطبيعية الجديدة والمتجددة , ومن هنا تظهر أهمية التخطيط العمراني في مواجهة المشاكل المتعلقة بالسيطرة الشاملة علي التلوث, وكذلك النقص في وحدة المناطق الجغرافية التي تدار من قبل السلطات المحلية للسيطرة علي التلوث, فتمارس سلطات التخطيط سيطرتها في مختلف مراحل عملية التلوث. وسوف ينصب موضوع البحث علي الدراسة المقارنة, لذا فإنه حريًا بنا أن نتطرق إلي موقف التشريعات المقارنة من التخطيط العمراني مع إبراز الدور الذي تمارسه الجهات أو الهيئات المعنية بالتخطيط العمراني وسلطات التخطيط المحلي في تلك الدول في تحقيق التنمية المستدامة من خلال مكافحة التلوث وحماية صحة الإنسان والحفاظ على الموارد الطبيعية, وذلك مع الإشارة إلي دور قضاء البعض من تلك الدول في تنظيم التوازن بين التخطيط العمراني والملائمة البيئية من اجل تحقيق أهداف التنمية المستدامة. Abstract : If the concept of sustainable development means the need to preserve the natural resources of current and future generations, which can only be achieved through environmental standards and requirements for the conservation of new and renewable natural resources. Hence the importance of urban planning in facing the problems of comprehensive control of pollution, The geographical areas unit, which is managed by local authorities to control pollution, is exercised by the planning authorities in various stages of the pollution process. The study will focus on the comparative study, so it is necessary to study the position of the comparative legislations of urban planning and clarify the role played by the administrative authorities in urban planning and the local planning authorities in these countries in achieving sustainable development through combating pollution, protecting human health and preserving natural resources, With reference to the role played by some of these countries in the organization of the balance between urban planning and environmental suitability in order to achieve the goals of sustainable development.
