المشروع "التّشاركي" للحوكمة الرّشيدة في الجامعات التّونسيّة، قراءة تقييميّة نقديّة

الملخص
بعد أن كان مفهوم المسؤوليّة المجتمعيّة مقتصرا على ميدان المؤسّسات الاقتصاديّة والمنشئات بات اليوم من المفاهيم الأساسيّة التي تتمّ بواسطتها عمليّات تشريح وتشخيص مختلف المؤسّسات والتّنظيمات الاجتماعيّة ومنها الجامعات في التّعليم العالي، وذلك بمنطق التّناظر والمقارنة، وانطلاقا من اعتبار أنّ المؤسّسات لا يجب أن يقتصر عملها واشتغالها وانتظام آلياتها على البحث عن الرّبح المادّي والمنفعة الاقتصاديّة فقط، بل لا بدّ وأن يتمّ التّفكير أيضا في مصلحة المحيطين بالمؤسّسة وخاصّة الفاعلين المركزيّين في ذاك المحيط الذي تنشط فيه. وبعد أن كان التّعليم العالي في العديد من الجامعات عبر العالم يتأسّس على وظيفتين رئيسيّتين هما وظيفتا التّعليم من ناحية والبحث العلمي من ناحية ثانية، انضافت وظيفة ثالثة هي وظيفة المسؤوليّة الاجتماعيّة أو المسؤوليّة المدنيّة أو خدمة المجتمع. ومنذ أواخر القرن الماضي بدأت العديد من الجامعات العربيّة في الانخراط في الميثاق العالمي الذي يؤسّس لهذا التّمشّي. ولكنّ ضعف هذا الانخراط كان من بين الأسباب الذي جعل ترتيب العديد من الجامعات في الوطن العربي، وفي أكثر القياسات الدّوليّة تداولا، يكون متأخّرا بين جامعات العالم. ومن بين هذه الجامعات نجد الجامعات التّونسيّة. وفي بداية 2015 طرح مشروع لإصلاح منظومة التّعليم العالي والبحث العلمي في تونس، شارك في صياغته أهمّ الفاعلين في الحقل الأكاديمي. وسنحاول في مقالتنا المساهمة في قراءة نقديّة وتقييمية لهذا المشروع ولمختلف الرّؤى التي تعاملت معه، وتبيّن إلى أيّ مدى يمكن اليوم الدّفع بالجامعات التّونسيّة إلى مزيد من الالتزام الاجتماعي والمدني؟ The concept of social responsibility, once limited to the field of economic institutions and establishments, is now one of the basic concepts through which the dissection and diagnosis of various institutions and social organizations, including universities in higher education. The concept relies on the adoption of the logic of symmetry and comparison and is based on the view that the work of institutions, their functioning and the regularity of their mechanisms should not be limited only to the search for financial profit and economic benefit but must also consider the interest of those around the institution, especially the central actors in that environment in which it operates. A third function called social responsibility, civil responsibility or community service was added to the conventional two main functions of higher education in many universities across the world: education and scientific research Since the end of the last century, many Arab universities have begun to engage in the global charter that establishes this approach. But the weakness of this engagement was among the reasons why the ranking of many universities in the Arab world in the most traded international measurements is lagging behind the universities of the world. Among these universities we find the Tunisian universities. In early 2015, a project co-authored by the most important players in the academic field was launched to reform higher education and scientific research system in Tunisia. In our article, we will try to contribute to a critical and evaluative reading of this project and the various visions that have dealt with it, and discern the extent to which it is possible today to push Tunisian universities towards a greater social and civic commitment Le concept de responsabilité sociétale, Le concept de responsabilité sociétale des entreprises, n’est plus limité au domaine des institutions et entreprises économiques, il est devenu de nos jours l’un des concepts clefs utilisés pour décortiquer et diagnostiquer les différentes institutions et organisations sociales, y compris les universités dans l'enseignement supérieur. Le concept repose sur l'adoption de la logique de symétrie et de comparaison et basé sur l'idée que le travail des institutions, leur fonctionnement et la régularité de leurs mécanismes ne devraient pas se limiter à la recherche du profit financier et les avantages économiques, mais doit aussi prendre en compte l'intérêt de ceux qui entourent l'institution, en particulier les acteurs centraux de cet environnement dans lequel elle opère. Une troisième fonction appelée, la responsabilité sociale, la responsabilité civile ou le service à la communauté, a été ajoutée aux deux classiques fonctions principales de l'enseignement supérieur dans de nombreuses universités à travers le monde, à savoir l'éducation et la recherche scientifique. Depuis la fin du siècle dernier, de nombreuses universités arabes ont commencé à se conformer à la charte mondiale qui établit cette approche. Mais la faiblesse de cet engagement a été l'une des raisons pour lesquelles le classement de nombreuses universités du monde arabe dans les différentes mesures internationales les plus échangées est à la traîne par rapport aux universités du reste du monde, et parmi ces universités, on trouve les universités tunisiennes. Au début de l’année 2015, un projet co-construit par les acteurs les plus importants du domaine académique, a été lancé pour réformer le système d'enseignement supérieur et de la recherche scientifique en Tunisie. Dans notre article, nous allons essayer de contribuer à une lecture critique et évaluative de ce projet et les différents points de vue qui sont en relation, et discerner surtout dans quelle mesure il serait possible aujourd'hui de pousser les universités tunisiennes vers un plus grand engagement social et civique.
