الملخص
Abstract: The concept of human resources development is composed by a set of crucial factors such as production, economic and financial policy. The human development resources index is considered as a modern concept. It is highly used to measure the development level of any country. This means of measurement is a complex index that is deduced from statistical, real and natural data. The latter are based on the individual and national income, trade balance, level of education and illiteracy. For those very reasons, this index may be an efficient tool to assess the level of development.
