(العلاقة بين السياسات التنموية وحماية البيئة (إدراج البعد البيئي ضمن المخطط الوطني لتهيئة الإقليم

الملخص
إلى وقت قريب كانت مكانة الدولة تقاس بقوتها العسكرية لكن الوضع الآن تغير حيث أصبحت مكانة هذه الأخيرة تقاس بقوتها الإقتصادية والتي تبنى على أساس عدة دعامات على غرار التهيئة الشاملة للإقليم بغرض إستغلاله الأمثل في شتى المجالات الإقتصادية، إذ أصبح هنالك سياسة تدخلية من قبل الدولة تهدف إلى عدم ترك الإقليم عرضة للإهمال والصدفة بل لابد من تخطيط مختلف الأنشطة المرتبطة به، من هنا نجد أن سياسة تهيئة الإقليم تدخل ضمن السياسات العامة لأي دولة بغرض إيجاد تكافئفي التنمية بين مختلف الأقاليم والمناطق مع مراعات الإختلافات الإقتصادية والإجتماعية وحتى الثقافية،من هنا وجب التساؤل عن:كيفية مساهمة المخطط الوطني لتهيئة الإقليم في حماية البيئة بما يضمن حقوق الأجيال الحاضرة والمستقبلية؟ للإجابة على اللإشكال المطروح لابد من بيان المبادئ البيئية التي تم إدراجها ضمن المخطط الوطني لتهيئة الإقليم والتنمية المستدامة(المبحث الأول) بداية بالمبادئ ذات الطابع الأنفرادي(مبدأ المحافظة على التنوع البيولوجي-مبدأعدم تدهور الموارد الطبيعية) وصولا إلى المبادئ ذات الطابع التشاركي(مبدأ الإعلام والمشاركة-مبدأ الحيطة) ليسهل في المبحث الثاني(الأجهزة المقررة في المخطط الوطني لتهيئة الإقليم وتنميته المستدامة لحماية البيئة) تسليط الضوء على الهيئات الرقابية(المراصد-المجالس)إضافة إلى الهيئات التدخلية(المراكز والمحافظات). Abstract: Up to a recent time, a country's place was determined by its military force. However, things have drastically changed for now it is determined by the strength of its economy. Economic strength is gained from different aspects such as the well-thought of configuration for an optimal utilization of the landscape that would allow use in different economic sectors. Hence, there is the interventional policy by the government to ensure the avoidance of neglecting the landscape and coincidences. On the contrary, it is emphasizing on planning all activities related to it. Therefore, the developmental policies are part of the general policies of any given countries in order to create a sense of fairness in term of development within different landscapes and communities while taking into consideration economic, social and cultural differences. Consequently, our aim is to answer the following question: how can the national plan of regional development contribute in the protection of the environment to preserve it for the current and future generations? To answer the question, we thought it necessary to consider the environmental principles that have been included within the national plan of regional development and sustainable development ( first chapter) starting with principles of individual aspects ( preserving the biodiversity, protecting natural resources from deteriorating) to principles of public aspects ( principle of informing and sharing- principle of precaution) so that in the second chapter ( the different participants in the national plan of regional and sustainable development to protect environment) highlights the supervision organizations ( council) beside the interventional organizations ( centers and districts)
