الملخص
ملخص: إن أهمية البنك في العصر الحديث جعلته قبلة يهتم ا كل أفراد اتمع، على أساس أن أهميته في الحياة الاقتصادية للدول أصبحت لا تقتصر على مجال ضيق و محدود بل أصبحت واسعة و شاملة لكل النشطات الاقتصادية التي يهتم أفراد اتمع. إن الجزائر من بين الدول الحديثة الاستقلال، و التي اعتمدت في بناء اقتصادها على منظومة بنكية نوعا ما كلاسيكية تفتقر لجودة خدماا فهي مجبرة على تحسينها لسبب رئيسي واحد هو وجود منافسة قوية في المحيط الاقتصادي من طرف مؤسسات أجنبية تمتلك لقدرات مهنية و مؤهلات عالية.كما أا تعاني من هيمنة الوصاية السياسية التي جعلتها ضحية البرامج السياسية الاقتصادية المتتالية مند الاستقلال إلى وقتنا الحالي و على هذا الأساس أصبح تحرير المنظومة البنكية الجزائرية أداة لإصلاحها و تأهيلها للمنافسة المصرفية . Résumé: La banque au-delà de sa reconnaissance comme un établissement a un impact sur la vie économique des états nations et des individus. son importance n’est guère limitée ou restreinte mais beaucoup plus vaste et englobe toute activité économique des individus, des familles, et des institutions, etc. L’Algérie a adoptée dans la construction de son économie un système bancaire plus ou moins classique, fort désavantageux face à la concurrence. Ce dit système bancaire souffre aussi d’une domination du politique qui fait d’elle un sujet des programmes économiques et politiques successifs depuis l’indépendance. Ainsi, la libération du système bancaire algérien est devenue une urgence pour le maintien des banques et leur pérennité. Abstract: Recently the bank became a building that everyone cares about its importance in the commercial life of the states .it is not limited to a narrow and limited domain, but it has become large and full in its inclusion of all economic activities: single persons, families and institutions, etc. And among the new independent countries Algeria has recently adopted in its economic structure, a little classic financial system that translates the poverty on its service which it has to change for the only fundamental reason which is the existence of a strong competition in the economic environment from foreign institutions which have skills and qualifications as above ,in addition it also suffers from the domination of the political command which makes it a victim of the economic and the political programs since the independence till now successively. Now, and on this basis the release of the Algerian banking system has become an evidence in doing in a new the qualifications and to maintain them
