الحوكمة كخيار إستراتيجي لتحسين الإدارة المحلية الجزائرية

الملخص

لقد أصبحت الحوكمة المحلية في الجزائر كمنهجية ومقاربة رسمية لتحديث وإصلاح الإدارة المحلية التي تصبحت تحتل مكانة متميزة في اهتمام الدول قصد تحقيق طموحات السكان في مجال التنمية المحلية، وكذلك بسبب التحديات ذات الطابع الاقتصادي والاجتماعي والثقافي نتيجة انهيار أسعار البترول والبحث عن بدائل مكملة للاقتصاد الوطني للتخلص من التبعية للمنتوج الواحد، ومن أهم الآليات التي اعتمدت عليها وزارة الداخلية لتجسيد الحوكمة المحلية هي المقاربة التشاركية، وللوصول إلى مدى تفعيل هذه الآليات على مستوى التنمية المحلية، أصدرت العديد من التشريعات والقوانين لتقريب الإدارة من المواطن وجعله شريكا حقيقيا في التسيير والتنمية، لكن على مستوى الممارسة و التطبيق الفعلي للمقاربة ظهرت العديد من الصعوبات تحتاج إلى إجراءات تنفيذية رسمية و إلى نشر وعي محلي وتحسيس بأهمية المبادرات المحلية و الشراكة مع الإدارة المحلية كفاعل مرافق. Local governance in Algeria has become a formal approach to modernize and reform the local administration, which has occupied a prominent position in the interest of countries to achieve the aspirations of the population in the field of local development, as well as the challenges of economic, social and cultural character as a result of the collapse of oil prices and the search for complementary alternatives to the national economy to get rid of The dependency of single product . One of the most important mechanisms adopted by the Ministry of Interior to embody the local governance is the participatory approach. In order to reach the extent of activating these mechanisms at the level of local development, many laws and regulations have been passed to bring the Administration closer to the citizen and make it a true partner in the management and development, but at the level of practice and the actual application of the approach, many difficulties have emerged need formal executive procedures, spreading local awareness, recognizing the importance of local initiatives and partnership with the local administration as an actor.
