استراتيجية إقامة الحكومة الإلكترونية "المحاولة الجزائرية" Electronic Government Strategy “ The Algerian Attempt”

الملخص
الملخص : يهدف هذه المقال إلى تسليط الضوء على مشروع بناء الحكومة الإلكترونية القائمة على فكرة تهيئة الفرصة لعموم المواطنين ولقطاع الأعمال للتفاعل والقيام بالأعمال التجارية والحكومية باستخدام الوسائل الالكترونية بما يتيح إجراء مختلف المعاملات بين هذه الأطراف بالسهولة والسرعة اللازمة، مما يوفر الجهد والوقت والتكاليف، فبعد مرور أربعة سنوات على انطلاق مشروع الجزائر "الحكومة الالكترونية 2013" لم تصل فكرة الحكومة الإلكترونية إلى النضج الكامل ولم يتجسد بعد على أرض الواقع، إذ ما يوجد منها لا يتعدى كونه تطبيقات أولية تتمثل في رقمنة وأتمتة بعض الخدمات، الأمر يتطلب دراسة فكرة الحكومية الإلكترونية دراسة نقدية لبيان الطموحات والتحديات، أضف إلى ذلك مدى استجابة المواطن الجزائري إلى إقامة حكومة إلكترونية وهذا كله لتعظيم الإيجابيات وتفادي السلبيات أثناء التطبيق التدريجي لهذه الفكرة . Abstract : This paper aims to shed light on the project of establishing the E-government basing on the idea of preparing the opportunity to all citizens and businesses sector to make an interaction and do business and government activities by using electronic tools which allow doing the various transactions between these parties easily and speedy, which saves time, effort and costs. After four years ago to the launching of Algeria project-E-government in 2013-the idea of E-government didn’t reach full maturity and is not applied yet, as what exists from it no more than a preliminary application to digitize and automate some services, so it require studying the idea of E-government as a critic study to demonstrate the prospects and challenges, in addition to the degree of Algerian citizen response for establishing E-government, and it’s all to maximize the advantages and avoid the inconveniants during the gradual implementation of this idea.
