الحق في الاعلام البيئي كدعامة لتكريس المقاربة التشاركية البيئية في الجزائر

الملخص
الملخصّ: يعد حق الاعلام والاطلاع على الوثائق والمعلومات البيئية أهم مرتكزات تجسيد الشراكة مع الجمهور وفعاليات المجتمع المدني لترسيخ الحكامة البيئية، بحيث يتعذر تحقيق مقاربة تشاركية لحماية البيئة وتسيير شؤونها من دون إرساء سياسة شفافة وانفتاحيه من قبل الإدارة اتجاه الجمهور، تقوم على تقريب المواطنين من مصدر المعلومة البيئية وتمكّنهم من حق الاطلاع والحصول على الوثائق والبيانات المتعلقة بأوضاعها والمخاطر المهددة لسلامتها. لذلك تهدف هذه الدراسة لتبيان مسار تكريس حق الاعلام البيئي في التشريع الوطني، ودوره في تجسيد الديمقراطية التشاركية في المجال البيئي، وكذا الحدود والعراقيل التي تعترض تفعيله وتحول دون تحقيق شراكة بيئية فعالة في الممارسة الراهنة. :Abstract The right to information and access to environmental documents and information is the most important foundation for partnership with the public and civil society actors to strengthen environmental governance so that it is not possible to achieve a participatory approach to protecting and managing the environment without establishing a transparent and open policy by the administration towards the public. And access to documents and data on their conditions and threats to their safety. Therefore, this study aims to show the path of entrenching the right of environmental media in national legislation and its role in the embodiment of participatory democracy in the environmental field, as well as the limits and impediments to its activation and preventing effective environmental partnership in current practice
