الملخص
ملخص باللغة العربية : إن مسألة إصلاح مجلس الأمن مدرجة على جدول أعمال الأمم المتحدة منذ أكثر من عقد، بيد أن هذه المسألة باتت ضرورية لإضفاء شرعية على مجلس الأمن، و قد انقسمت الآراء حول ضرورة إصلاح مجلس الأمن حتى أن هناك اتجاه يقول أن أصعب إصلاح هو ذلك الذي يجب أن يتم داخل مجلس الأمن، و يستند في ذلك إلى كون إصلاح مجلس الأمن عملية صعبة تقابلها عراقيل جمة. منها عراقيل داخلية تخص مدى تقدم الفريق الرفيع المستوى المعني بدراسة طرق الإصلاح و كذا مشكلة تعديل ميثاق منظمة الأمم المتحدة، و أخرى خارجية تتعلق بمصالح الدول الكبرى أعضاء مجلس الأمن و أيضا اللافعالية المحتملة لمجلس الأمن المراد تشكيله. Abstract : The question of the Security Council reform has been on the agenda of the United Nations for more than a decade. However, this issue has become necessary to legitimize the Security Council. There has been a divergence of views on the need to reform the Security Council, There is even a tendency to say that the most difficult reform is that which must be done within the Security Council, and is based on the fact that Security Council reform is a difficult and difficult process. Including internal obstacles to the progress of the High-level Panel on the study of reform methods and the problem of amending the Charter of the United Nations, And other foreign affairs related to the interests of the major powers members of the Security Council and also the potential ineffectiveness of the Security Council to be formed.
