الثقافة السياسية ودورها في ظل الاستعمار الجديد على العالم العربي (دراسة في فلسفة التاريخ)

الملخص
يشهد العالم العربي اليوم تحديات خطيرة في ظل الانتداب الاستعماري الجديد عليه، والذي لم يعد يفرض سيطرته الاستعمارية بأشكال غير واضحة مثل السيطرة الاقتصادية، والاجتماعية فقط وإنما تعدى ذلك إلى التحكم السياسي والتواجد العسكري ذو الطابع الكولونيالي "Colonialism" كسياسة ترمي إلى استغلال الشعوب من جهة القوى العظمى بحيث يمارس عليها تفوقها الساحق في ميادين السلطة الخمسة التقليدية وهي : الميدان السياسي، والاقتصادي، والعسكري، والتقني، والثقافي. وتطالب هذه الدراسة بضرورة تجدد رسالة المثقف والمفكر العربي في إطار الدعوة إلى الإندماج ما بين الثقافة والسياسة كضرورة ملحة أصبح واقعنا العربي يتطلبه وبشكل تحديثي مستمر ودائم للخطط والبرامج وتفعيل للوسائل والإجراءات، وإصلاح فكرة العلاقة المرتبكة دائماً بين المثقف والسلطة من خلال دعم أحدهما للآخر، والدفع دائماً بالانجازات الفكرية إلى الأمام. تناولت هذه الدراسة بتحليل تاريخي – فلسفي مفهوم الثقافة السياسية "Political ducation"، ودورها في صراع الحضارات، بالإضافة إلى توضيح شامل لمفهوم الإسلام السياسي المعاصر والدور الذي أصبحت تمارسه العديد من الحركات الإسلامية المعاصرة الناشطة، وأهداف تلك الحركات. ثم ناقشت الدراسة بعض الاقتراحات المستخلصة من أبرز نتائجها، والتي توصلت إلى ضرورة تعزيز دور الثقة في الذات أولاً كمطلب هام لعدم الشعور بفقدان الشرعية الثقافية المتمثلة بتحكم السلطات السياسية العربية بالمثقفين والمفكرين، وضرورة قبول السلطات السياسية بالتوجهات المستنيرة للمفكرين والمثقفين العرب الذين يقومون بدور الوسيط بين السلطة والمجتمع. Summary for Scientific Study which called as : Political culture and its role in the new colonization upon the Arabic world – study in history philosophy The Arabic world today facin very dangerous challenges with the new the colonization delegation, which did not come in clear way or colonization such as economical and social dominance only, but it passed that to the political control and military existence with colonialism aspect , to policy leads to make well/ bad use of the people and their abilities by the great power , in order to practice its absolute power in authority five traditional fields which are: Political field Economical field Military field Technical field And cultural field. This study requesting the necessity of renewal for civilized theme and Arabic scholar within the scope of emerging between the culture and policy as necessary need required by our Arabic situation with continuous updating for planning and programs and activate the medias and procedures , and maintain the relation of confused idea between the civilized person and the authority through supporting by each one to the other , and pushing opinion performance forward. I handle this study with historical philosophical analysis with the conception of “ political education “ and its role civilizations struggling , in addition to complete explanation to the modern political Islam, and the role run or conducted by many active modern Islamic movements and their goals. And then the study discussed some of the suggestions excavated from the results, which realized the necessity of emphasize the trust role as important request due the mission of legal culture which represented in controlling of Arabian political authorities upon the civilized people and scholars , and the political authority has to accept the new orientation ideas for scholars and civilized Arabs who are doing and conducting the real mediation between the authority and community .
