دور السياسة الجبائية في ترقية الإستثمار المحلي بالجزائر خلال الفترة (2000-2016) - دراسة حالة الوكالة الوطنية لتطوير الإستثمار بالجلفة -

الملخص
تتمحور الدراسة حول أهمية ودور التحفيزات الجبائية المقدمة من طرف الجزائر للمستثمر المحلي من أجل تشجيع الاستثمارات المحلية كبديل إقتصادي لقطاع المحروقات قصد الرفع من عجلة التنمية، لكن هذه السياسة لم تحقق الأهداف المسطرة بل أصبحت مجرد خسائر مالية من إيرادات الدولة دون مقابل من الإستثمارات المنجزة، وهذا ناتج عن عدم ملائمة المناخ الاستثماري لهذا النوع من السياسات، إضافة الى المعيقات السياسية والإدارية وعدم استقرار القانوني والتنظيمي بالإضافة الإطار إلى انعدام رؤية إستراتيجية واستشرافية، الأمر الذي يحول دون نجاح السياسة الجبائية وكذا سياسة تشجيع الاستثمار على حد سواء ، ونفس الشيء محليا على مستوى ولاية الجلفة حيث لم تنجح السياسة الجبائية المطبقة من خلال الوكالة الوطنية لتطوير الاستثمار بسبب انعدام مناخ استثماري يخدم الولاية في أي قطاع من القطاعات. Summary The study focuses on the importance and role of the fiscal stimulus provided by Algeria to the local investor to encourage domestic investment as an economic alternative of the hydrocarbon sector in order to lift the development wheel, but this policy has not achieved the established objectives but has become a mere financial loss from state revenues without Compared to the investments that have been achieved, this is due to the inadequacy of the investment climate for this type of policy, as well as the political obstacles and administrative and legal and regulatory instability in addition to the lack of strategic and forward-looking vision, which prevents fiscal policy from succeeding As well as the investment promotion policy, the same is local at the level of the Gulf state, where the fiscal policy applied through the National Investment Development Agency has not been successful because of the lack of an investment climate that serves the state in any sector
