آليات سد عجز الموازنة العامة للدولة في ظل أزمة انهيار أسعار النفط -دراسة حالة الجزائر -

الملخص
ملخص: تهدف هذه الدراسة إلى توضيح مفهوم وأنواع وأسباب عجز الموازنة العامة للدولة مع التركيز على إبراز أهم الآليات التي اعتمدتها الجزائر في سد عجز موازنتها العامة خاصة في ظل انهيار أسعار النفط، وقد خلصت هذه الدراسة إلى أن الحكومة الجزائرية لسد وعلاج عجز الموازنة العامة للدولة إلى الاقتطاع من رصيد صندوق ضبط الإيرادات كخطوة دفاعية أولى، مع اتخاذها لمجموعة من الإجراءات لترشيد الإنفاق الحكومي بداية من سنة 2016، وتخفيض سعر صرف العملة الوطنية كإجراء لرفع حصيلة مداخيل النفط المقومة بالدولار الأمريكي، والحد من الطلب على الواردات وكذا تقليل الضغوط على الاحتياطيات الدولية، إلا أن هذه الإجراءات التي اتخذها السلطات الجزائرية في مواجهة الانتكاسة التي عرفتها أسعار النفط هي إجراءات ناجحة فقط في المدى القصير، كما لجأت الحكومة إلى التمويل غير التقليدي والذي تترتب عليه مشكلة تضخم حادة في ظل قصور الطاقة الإنتاجية للاقتصاد الوطني. Abstract : This study aims at clarifying the concept, types and causes of the deficit of the general budget of the state with emphasis on highlighting the most important mechanisms adopted by Algeria in bridging the deficit of its general budget, especially in light of the collapse of oil prices , This study concluded that the Algerian government to treat the deficit of the state budget to deduct from the balance of the Revenue Adjustment Fund as a first defensive step, With a set of measures to rationalize government spending starting in 2016, Reducing the exchange rate of the national currency as a measure to raise the proceeds of oil revenues denominated in US dollars, and reduce the demand for imports as well as reduce the pressure on international reserves, But the measures taken by the Algerian authorities in the face of the setback experienced by oil prices are only successful in the short term, The government has also resorted to unconventional funding, which has a severe inflation problem in light of the lack of production capacity of the national economy
