الملخص

مستخلص: تهدف هذه الورقة البحثية إلى دراسة مساعي البنك الافريقي للتنمية في منح قرض للحكومة الجزائرية في جويلية 2016 لتمويل برنامج دعم التنافسية الصناعية والطاقة، باعتبار الجزائر عضو من أعضاء البنك، ولحاجتها الماسة لذلك التمويل. وكذا العقبات التي تعترض تجسيد برنامج دعم التنافسية الصناعية والطاقة. وخلصت الدراسة إلى أن أهم تحديات تمويل البنك الإفريقي للتنمية لدعم التنافسية الصناعية والطاقة تتمثل في الحواجز التجارية والجمركية، خاصة في 2016 تم للجوء الى تقيد التجارة الخارجية وما قد يحد ذلك من حرية تنقل رؤوس الأموال. وتوصي الدراسة بضرورة تحسين بيئة الأعمال لتنمية القطاع الخاص وتعزيز قدرته التنافسية. Abstract: This paper deals aims to shed light on the efforts of the African Dévelopment Bank to grant a loan to the Algerian government in July 2016 to finance The Support Program for Industrial and Energy competitiveness, As Algeria is a member of the bank, and its urgent need for such financing. As well as the obstacles to the implementation of the Support Program for Industrial and Energy competitiveness The study found that the most important challenges of financing the African Development Bank to support industrial competitiveness and energy are trade barriers and customs, especially in 2016 resort to restricting foreign trade and may limit the freedom of movement of capital. The recommendations of the study are based on the need to improve the business environment to develop the private sector and enhance its competitiveness. Classification JEL: O1, O12.
