الخطاب السياسي وآليات تفعيل المشاركة السياسيّة في الجزائر

الملخص
يولي الباحثون في العلوم السياسية وعلم الاجتماع السياسي موضوع المشاركة السياسية الكثير من اهتماماتهم، وهذا نظرا لمدى أهميتها الكبيرة في تكريس البناء الديمقراطي، وبعث الروح الوطنية المشبعة بقيم المواطنة والمشاركة في عملية صنع القرار ورسم السياسات العامة، فحينما نتحدث عن الاتصال السياسي فإننا نتحدث عن جملة من العناصر الأساسية المكونة لهذه العملية المركبة والمعقدة، وأبرزها الدور الذي يلعبه المتصل أو ما يسمى بالقائم بالعملية الاتصالية السياسية، لأنه الجوهر الحقيقي في وصول البيانات والمعلومات إلى المتلقي مما يؤثر بصورة كبيرة جدا على العملية السياسية بكل تفاعلاتها، ونذكر على سبيل المثال تأثيرها على المشاركة السياسية، والتي تنعكس بدورها على أداء النظام السياسي بكل مؤسساته من جهة، والأداء الحزبي الذي يعبر عن نتيجة السلوكات السياسية التي تصدرها الأحزاب السياسية من جهة أخرى، ونركز هنا على دور القيادات الحزبية من خلال خطبها السياسية التي يتم من خلال نقل الأفكار والآراء والتوجهات إلى المتلقي بصور متعددة، وضمن إطار شبكات مختلفة. Abstract: Researchers in political sciences and political sociology grant the subject of political participation a lot of interest, and this is due to the extent of great importance for the consecration of the democratization, and spread the patriotism spirit saturated with the citizenship, participation in decision-making and policy-making process values. When we discuss the political communication, we are talking about a number of basic components of this complex and complicated process, most notably the role of the caller or the so-called the charged of the political communicative process, , because it is the true essence in the arrival of data and information to the receiver, which affects largely on the political process in all its interactions and recalls, for example, its impact on the political participation, which in turn reflects on the political system's performance with all its institutions, and their impact on the effectiveness of the party performance, which expresses the result of political behaviors issued by political parties and all political operations, and we focus here on the role of party leaders through their political speeches where they transfer ideas, opinions and attitudes with multiple images to the receiver, within the framework of different networks.
