الطاقات المتجددة كمعيار بيئي ،اجتماعي و اقتصادي لتحقيق التنمية المستدامة( آيسلندا نموذجا)

الملخص
سعت هذه الورقة البحثية الى توضيح العلاقة بين منهج الاستدامة في استغلال الموارد الطبيعية و تحقيق التنمية من جهة و القاء الضوء على الطاقات المتجددة و دراسة امكانية اعتمادها كمعيار اقتصادي، اجتماعي و بيئي لتحقيق تنمية مستدامة من جهة أخرى ، حيث تبنت الدراسة منهج وصفي استقرائي من خلال عرض التجربة الايسلندية في مجال الاستثمار في الطاقات المتجددة . وقد أظهرت نتائج التحليل أن تبني منهج الاستدامة و الذي يركز على أنّ التنمية عملية تسعى إلى تحقيق التكامل بين الاقتصاد، المجتمع، والبيئة، كما توصلت الدراسة الى أن هناك ثلاث دوافع رئيسية تدفع الاسواق نحو استعمال الطاقات المتجددة تتمثل في: أمن الطاقة العالمي و الخوف من التغيرات المناخية و الثالث متعلق بانخفاض تكلفتها نتيجة للتطور التكنولوجي المحقق. مماستدعى ضرورة اعادة النظر في الاستهلاك المتزايد للطاقات الأحفورية الناضبة والضّارة من الناحية البيئية بالاضافة الى ضرورة اعتمادها كمعايير من شأنها أن تساهم في حماية البيئة، وذلك بالعمل على ترشيد استعمال هذه الطاقات و الموارد الاولية. This paper has sought on the one hand to clarify the relationship between the sustainability approach within the exploitation of natural resources and achieving the development and on the other hand shed light on renewable energies and study if is it possible to adopt them as an economic, social and environmental criterion to achieve sustainable development, where the study has adopted an inductive descriptive approach by presenting the Icelandic experience in the field of investment in renewable energies. The analysis results has showed that adopting a sustainability approach that focuses on development is a process that seeks to integrate the economy, society and the environment. The study also has found that there are three main drivers driving the market towards the use of renewable energies which are: global energy security, fear of climate change and the third related to low cost due to technological development achieved. For that a necessity of reconsidering the increasing consumption of fossil fuels has been shown, which are environmentally deficient and harmful, as well as the need to adopt renewable energies as standards that will contribute to the protection of the environment by rationalizing the use of these energies and primary resources.
