قراءة في خبرات تطوير البحث العلمي ببعض الدول " أمريكا، الصين، استراليا، فرنسا".

الملخص
تهدف هذه الدراسة إلى إبراز مجموعة من الخبرات في مجال تطوير البحث العلمي الذي يعد أحد أهم مؤشرات تصنيف الدول من حيث التطور العلمي والتكنولوجي، ومن ثم المميزات التي تتسم بها منظومة البحث العلمي فى هذه الخبرات. من خلال عرض وتحليل بعض التجارب الأجنبية المختلفة من حيث المقومات البشرية، المادية والمالية والمتوافقة من حيث الريادة في تطوير البحث العلمي واعتبارها أرضية لانطلاقة جديدة ونموذجا يحتذى به من طرف مختلف الدول. وقد تم الاعتماد على المنهج الوصفي التحليلي الذي يقوم على وصف الظاهرة وتحقيق هدف الدراسة، التي أسفرت على نتائج أهمها: الاتجاهات الحديثة في تطوير البحث العلمي تتلخص في: حاضنات الأعمال، الجامعات البحثية والجامعات المتميزة. The aim of this study is to determine the effectiveness of expertise in the field of scientific research development, which is one of the most important indicators of the classification of countries in terms of scientific and technological development, and then the advantages of the scientific research system in these experiments. Through the presentation and analysis of some of the different foreign experiences in terms of the human constituents , material and financial and compatible in terms of leadership in the development of scientific research and considered as a platform for a new start and a model to be followed by different countries. The descriptive analytical approach was adopted to describing the phenomenon and achieving the purpose of the study, which have lead to the most important results: Recent trends in the development of scientific research are summarized in: business incubators, research universities and distinguished universities.
