الملخص
الملخص : إن تزايد الأزمات الإقتصادية والمالية التي أصبحت تعصف بالعالم اليوم، ولاسيما بتلك الدول السائرة في طريق النمو، والتي تقوم إقتصادياتها على الريع البترولي ومن بينها الجزائر، هذا الأمر الذي كان السبب الوجيه في فرض واقع جديد على هذه الدول يتمثل في اللجوء للإستثمار في الوسائل البديلة لتغطية عجزها في ميزان الصرف، ومن بين أبرز المجالات الخصبة والتي من شأنها أن تُدرَ أرباحاً كبيرة للجزائر في حال إستغلال الموارد المتاحة لها أحسن استغلال، استثمار الوعاء العقاري الوقفي في المجال السياحي لاسيما في المناطق الصحراوية نظراً لشساعة هذه المناطق، وتميزها بعدة خصائص تجعل منها قُطباً جذاباً في مجال الإستثمار السياحي، لكن بالرغم من جدية المساعي المبذُولة في سبيل الُنهوض بهذا القطاع إلا أنه لازالت لحد الآن تعترضه العديد من العقبات والصعوبات رغم الكم الكبير من الأملاك الوقفية ذات الطابع العقاري والتي تزخر بها الجزائر، ومن بين أبرز الصعوبات والعقبات التي تقف أمام تقدم هذا النوع من الإستثمارات إلى جانب المعوقات الطبيعية والبشرية التي يمكن تجاوز أثرها الكبير في عرقلة مسار إستثمار العقار الوقفي سياحيًا، لكن تعد المعوقات ذات الطابع الإداري أهم صعوبة يُواجهها الراغبُون في الإستثمار السياحي للعقار الوقفي لاسيما بالمناطق الصحراوية، ومن أهمها صعوبة أو استحالة عمليتي الحصر والجرد وكذا صعوبة إسترجاع العقارات ذات الطابع الوقفي المؤممة، ومن ثم يتوجب البحث عن حلول جدية وبديلة للنهوض بهذا القطاع وتفعيله وتعزيز جاذبيته في سوق الإستثمار من خلال الإعتماد على تجارب دول رائدة في هذا المجال . Abstract : The intensification of the economic and financial crises which currently affecting the world, particularly the developing countries, whose economy was dependent on Petroleum royalty, including Algeria. The thing that was Good reason to impose a new reality on those states. To use the alternative means investment, to cover its deficit in the balance exchange, foremost among areas, that provided fertile ground, which would enormous financial gain for Algeria, in the event of utilizing the resources made available to it best exploit, investing the endowment’s land in the tourism field, particularly in desert areas. Due to its vast and it uniqueness in several characteristics, which make her an attractive pole in this field. but, although the hard efforts to uphold that sector, however yet been it obstructed by numerous obstacles and difficulties, despite the large amount of endowments (waqf) of the real-estate character that abounds in Algeria. Some highlights from obstacles and difficulties, towards such types of investments together with natural’s and human’s impediments, that can be overcome their considerable effect in obstruction of the investments tourism. However, the administrative problems be among one of major difficulty faced by wishing to invest in the tourism real-estate endowment, especially in desert regions, most importantly difficult or impossible is stocktaking and inventory processes, as well as the difficult of endowment and nationalized foreclose. Therefore, should be search for alternatives and serious solutions to promote and operationalizing this sector in the investment market; drawing on the experience of lead nations in this pillar.
