Governance Of Natural Resources Funds (oil And Gas) In Algeria (case - Ape Sonatrach / Hydrocarbon Sector).

Abstract

The context of governance analysis has surpassed liberal economies in order to reach developing economies and, in particular, sustainable territory management through the economic reforms of public enterprises in Algeria. The aim of this proposal is therefore to present the situation of governance of natural resources funds, by a description of the efforts of the Algerian state carried out to develop and promote this topic. This article is based on a descriptive theoretical study done at APE Sonatrach (Hydrocarbon Sector), which presents a type of analysis of the perception of the leaders of territorial governance and their ability to put it implementation. Today, this type of governance needs to reach information on a reliable institutional and legal framework, disclosure practices, and transparency (contracts, environmental assessments and financial income from natural resources ...), and correct measures total quality control, to improve the various forms of sustainable public management. In the case of the Algerian PE and particularly sonatrach, the state is the sole sovereign shareholder of natural resources and the local authorities are managers, controllers, and the good governance of oil and gas resources in Algeria remains a need and a stake for good local government will have to satisfy a number of conditions to respect and enhance the assets developed by the territory.
