المسير وآلية تفعيل الابتكار عن طريق العنصر البشري في المؤسسات الصغيرة والمتوسطة

الملخص
يعتبر تسيير الموارد البشرية في المنظمة جزءا من التسيير الإداري, وهو العنصر الأكثر أهمية وحساسية بالنسبة للمنظمة بصفة عامة وللابتكار بصفة خاصة, لأنه عندما تتساوى الإمكانيات والفرص بالنسبة لكافة المنظمات فإن الفارق يصنع من الداخل, والعنصر الذي يمكنه أن يصنع الفارق هو المورد البشري، فهذا الأخير يعتبر المحرك الأساسي والفعّال للعملية الإنتاجية والإدارية والإبتكارية في المنظمة. ينطلق مفهوم تسير الموارد البشرية في المؤسسات الصغيرة والمتوسطة بناءا على عقلية ومستوى المسير, بدرجة اكبر من كونه كعلم له أسسه يطبق تحت إطار وظروف معينة, كتوفر وظيفة للموارد البشرية ونسبة يد عمالة كبيرة, فمثل هذه الأشياء تتوفر فقط في المؤسسات الكبيرة, إن كل منظمة تحتاج إلى مستخدمين مبدعين ومستعدين لمنح كل طاقاتهم المبدعة, وهو ما يسمى بقيمة إبداع المستخدم.
