دور المجالس الشعبيّة المحلّية في تحقيق التنمية المحلّية

الملخص
تتناول هذه الدّراسة موضوعا مهمّا في السّياسة العامة للدّولة, ألا وهو موضوع التنميّة المحلّية خاصّة ما تعلّق منها بمشاركة المواطن في هذه التنمية عن طريق ممثّليه في المجالس المنتخبة, حيث أنّ جوهر التقدّم يكمن بالمشاركة في العمليّات التنموية المحلّية التي تتّصل بعملية صنع القرار المحلّي, فعلى مستوى الفرد تنمّي فيه إحساسه بذاته وثقل وزنه، فتتأصّل فيه أنماط وأساليب تصبح جزءا من ثقافته وسلوكه, وتنهض بمستوى وعيه الاجتماعي, وتربّي فيه روح الانتماء إلى وطنه وتحقيق الهويّة الذاتية بانخراطه في الكيان المجتمعي وتحمّل مسؤولياته تجاهه. والجزائر ضمن هذا الإطار, حيث بات تفعيل المواطن من خلال القيام بدوره الأساسي وهو المشاركة في مختلف مراحل التنمية المحلّية كركيزة أساسية لتجسيد المواطنة, فهي هدف لأنّ الحياة الديمقراطية تركّز على إشراك المواطنين في تحمّل مسؤوليات وطنهم والسّعي الدّائم لتحقيق تنمية محلّية تؤدّي إلى تنمية وطنيّة شاملة. Abstract: Development is one of the most important local issues. For that the government seeks for closer cooperation between it and local efforts. And through developing appropriate policies in line with the conditions available in all fields, the economy and the environment reconstruction, housing, social affairs ... This is what we will try to discuss by answering the following questions: What is the policy of local development in Algeria? Is there legislation in line with the practice? What are the most important problems faced by the municipal people's congresses in the implementation of local development? What are the means and modes of operation of the public interests at the local level? Then, we try answer through the following points. The government is interested in local development as the basis for national development, which led to the need for responsible policy-controlled and consistent. First requirement: the local development policies in Algeria. First, we notice that the law has not kept pace with the realities of the market economy system. The Public institution is one of the key elements of the national economy, which is going through difficult circumstances. It must prepare and implement the restructuring plan and must also be used for strategic planning to make balance between market prices and consumer. However, to contribute to the achievement of sustainable development, it must improve the procedures to enhance national production and ensure exports. The public authorities have taken a number of actions since 2001 in favor of social sectors, and provided facilities for social housing and employment. In addition, it has taken measures to protect the environment and develop the countryside and in the rehabilitation of roads, security, economic and social development, housing, tourism, youth welfare. Second, the need to expand the authority of the municipalities in the field of creation of economic facilities including encouraging investment and building a market economy. local public can improve the economic cycle in the agricultural and industry fields.
