إشكالية الصحافة المستقلة وحرية التعبير في الجزائر

الملخص
ملخص لقد جاء دستور 1989 ليكون المنطلق الأساسي للتعددية السياسية والإعلامية في الجزائر ويعكس الحريات الفردية الجماعية على أساس المنهج الديمقراطي، كحرية الرأي، حرية التعبير وحرية تأسيس الأحزاب والجمعيات والجرائد والمجلات. وظهرت قنوات جديدة للتعبير عن مختلف الآراء والأفكار والتصورات وقد تم وضع عدة إجراءات وقوانين تنظيمية تجسد ما جاء به دستور 1989 ويعالج هذا المقال أشكالية الصحافة المستقلة في الجزائر بعد مرحلة الإنفتاح الديمقراطي التي عاشتها البلاد وكيف استطاعت هذه الصحافة الناشئة من التعايش مع مختلف الأوضاع التي سادت تلك الفترة ومختلف المراحل التي مرت بها. ومن خلال تحليل وضعية هذه الصحافة والتغيير السياسي الحاصل في تلك الفترة نحاول الإجابة على اشكالية الدور الذي لعبته الصحافة المستقلة في ضل تلك المرحلة الصعبة في ترقية حرية التعبير في الجزائر النضال من أجل ترسيخ المبادئ الديمقراطية والمساهمة في تكوين الرأي العام ونشر الوعي الديمقراطي في أوساط المجتمع الجزائري وذلك رغم كل العوائق والعراقيل التي عانت منها والتضحيات التي قدمتها في سبيل ذلك. الكلمات الدالة: الصحافة المستقلة، الإعلام، الديمقراطية، قانون الإعلام، التعددية، النظام السياسي. Summary The Constitution of 1989 came to be the basic premise of the political and media pluralism in Algeria and reflects the collective individual freedoms on the basis of a democratic approach, such as freedom of opinion, freedom of expression and the freedom to establish political parties and associations, newspapers and magazines. There were new channels to express different views, ideas and perceptions have been several actions and regulatory laws embody brought by the 1989 Constitution put This article addresses the problem of the independent press in Algeria after democratic opening phase experienced by the country, and how could this emerging journalism coexist with various conditions that prevailed in that period and the various stages through which. Through the status of this press analysis and political change happening in that period we are trying to answer the problematic role played by the independent press in lost those difficult phase in the upgrade of freedom of expression in Algeria, the struggle for the consolidation of democratic principles and contribute to the formation of public opinion and the dissemination of democratic awareness among Algerian society that in spite of all the barriers and obstacles that suffered and the sacrifices they have made for the sake of it.
