الملخص
Sustainable development at the local level is a comprehensive process of interest to the entire community, this means that all the parties involved in that process in order to make them more organized and broader interaction, this operation depends on setting priorities for each area so that these communities are able to adapt to the changing environment and adjust priorities according to the circumstances of each area, When every area take its strategy and priorities of local development in line with local conditions and makes it complement each other it will eventually reach a comprehensive development at the state level The United Nations Conference on Environment and Development "Earth Summit" held in 1992 in Rio de Janeiro, Brazil, Resulted for a program of work designed to cope with environmental constraints and development of the twenty first century called “Agenda 21”, which formed a global plan of action working to apply the principles of sustainable development in the various activities practice, Then many countries and local regions had put local work programs called “the local agenda 21” which formed a principal tool to achieve sustainable local development in various sectors, including the tourism sector.
