الحقّ في التنمية والحقّ في الأمن: مقاربة مقارناتية تطبيقية من منظور حقوق الإنسان

الملخص
إن العلاقة بين الحق في التنمية والحق في الأمن هي علاقة جدلية تكاملية وتبادلية حيث أن أحدهما يؤسّس للآخر ويؤثر فيه ويتأثر به وقد ينافسه أحيانا. في هذه الدراسة سنحاول التطرق إلى الحقين عبر النصوص القانونية المتعدّدة ثم نربط ذلك بتجارب البرازيل وكوريا الجنوبية والجزائر في مجال التنمية، وتجربتي الولايات المتحدة الأمريكية والجزائر في مجال الأمن لنصل إلى نتيجة وهي إمكانية تحقيق الحقين ولكن ليس بالضرورة بنفس الدرجة وهذا عندما تتوفر الشروط الموضوعية (المادية) والبشرية والإستراتيجية لذلك. وهنا يُطرح التساؤل هل إعمال هذين الحقين يتطلب التضحية بحاجيات إنسانية وحقوق أخرى؟ Abstract: The relationship between the right to development and the right to security is a dialectical complementary and exchangeable relation because each right affects the other and is affected by it and sometimes compits with it. In this study, we will try to deal with the two rights through various juridical texts then link that to the experiences of brazil, south korea and Algeria in the developmental area and the modals of the USA and Algeria in the security area so that we can reach a conclusion that there is a possibility of achieving the two rights but not necessarily with the same degree. This happens when the objective (material) and the hruma and strategic conditions are offered to realize that. And here, we my ask this question: Is the possibility of making the two rights requires a sacrifice of human needs and other rights?
