دور الشباك الوحيد في تحسين الوسط الحضري

الملخص
الملخص: تلعب الجماعات الإقليمية دورا مهما في تقديم الخدمة العمومية في مجال العمران، فهي المختص الأصيل بإعداد المخططات العمرانية- المخطط التوجيهي للتهيئة والتعمير، وكذا مخطط شغل الأراضي- والتي بموجبها تسلم الرخص والشهادات العمرانية، إلا أن دراسة وتسليم هذه القرارات الإدارية كان يخضع لإجراءات طويلة ومعقدة جعلت المواطن يحجم في كثير من الأحيان عن طلب هذه القرارات، ويلجأ للبناء دون الحصــــــــــــــــــــول المسبق على الترخيص الإداري هذا ما دفع بالمشرع لاستحداث " الشباك الوحيد" بموجب المرسوم التنفيذي 15-19 المحدد لكيفيات تحضير عقود التعمير وتسليمها بغية تحسين الخدمة العمومية ومعالجة الطلبات المقدمة لاستصدار الوثائق العمرانية في أقصر مدة وبأقل التكاليف وحث المواطن على الالتزام بمقتضيات النصوص القانونية المنظمة للعمران. ومن خلال ما سبق نطرح التساؤل التالي : ما دور الشباك الوحيد في مجال العمران في تحسين الوسط الحضري؟ Abstract: Regional groups play an important role in the provision of public service in the field of urbanization. They are the original specialists in the preparation of urban plans - the guidelines for the preparation and reconstruction as well as the plan of land occupancy - under which the receipt of licenses and building certificates. However, the study and delivery of these administrative decisions was subject to long and complex procedures made the citizen reluctant to request these decisions and resort to construction without obtaining prior administrative license, which prompted the legislator to create the "single window" under Executive Decree 15-19, which specified the modalities for the preparation and delivery of reconstruction contracts, in order to Improve the public service and address requests for the issuance of urban documents in the shortest time and at the lowest costs and urged citizens to comply with the requirements of the legal provisions governing urbanization Through the above we ask the following question: What is the role of the single window in the field of urbanization in urban improvement?
