الملخص

ما زال موضوع الفقر وتوزيع الدخل واستغلال الموارد يستحوذ على اهتمام الاقتصاديين والاجتماعيين والسياسيين لما له تأثير فاعل على كافة نواحي الحياة في المجتمع، فضلا عن أن الدين الإسلامي الحنيف يسعى إلى تحقيق الكفاية والعدالة في توزيع الثروة والدخل بين أفراد المجتمع لأسباب عديدة منها: تحرير الفرد من الطغيان المادي وما يؤدي إليه من ترف وهلاك، وكذلك حتى لا يكون المال – وهو قوام الحياة الدنيا – منحصرا على فئة معينة، بينما تعاني فئات المجتمع الأخرى من الفقر والحرمان. ولتحقيق تلك الأهداف النبيلة يجب محاربة كل صور الظلم والغش والإضرار بالمجتمع ، والتي قد تؤدي إلى احتكار الثروة من ناحية، ودعم كل الوسائل والأعمال التي من شأنها زيادة تداول الثروة وشيوع نفعها على المجتمع بأسره. يهدف البحث الحالي إلى الإجابة على سؤال هام وهو هل يؤدي سوء توزيع الدخل والتقصير في توزيع الثروة المتاحة الى ظاهرة الفقر ، وتمثلت أهم نتائج البحث في أن السياسات والإجراءات التي تتبعها الحكومات يجب ان تهتم بالعدالة وحسن تسيير الثروة لايصال لكل ذي حق حقه ، وتحقيق المساواة يظمن محاربة الفقر والتقليل من حدته . الكلمات المفتاحية : الفقر ، توزيع الدخل ، الثروة . Abstract : The topics of poverty, income distribution and the exploitation of resources are still capturing the economic, social and political attention because of its active influence on all aspects of life in the society; also, the Islamic religion seeks to achieve efficiency and equality in distributing wealth and income to the community members for many reasons like: freeing people from the material tyranny and the resulting luxury and destruction, and not to make money –as the prop of this life- confined to a particular class, while other classes of society are suffering from poverty and deprivation. To achieve these noble goals, all forms of injustice, fraud and damaging to society, that lead to a monopoly of wealth, must be fought, and both the means and practices, that increase the circulation of wealth and the prevalence of usefulness to society as a whole, must be supported.. The present research aims to answer the important question whether the poor income distribution and the dereliction in distributing the available wealth lead to the phenomenon of poverty, and the main results of the study are represented in the policies and procedures, that are followed by governments, should be concerned with fairness and good management of wealth, and achieving equality guarantees fighting poverty and reducing its severity.
