تقييم السياسات العامة:بحث في المفهوم و الآليات

الملخص
أدرك القادة السياسيون في مختلف الحكومات والأنظمة السياسية أهمية دعم المواطنون لقراراتهم، وهذا لن يتأت إلا باستجابة الحكومات لمطالبهم المختلفة،عبر نظام متكامل من البرامج والخطط، أو ما يعرف بالسياسات العامة التي تهدف إلى حل المشاكل المجتمعية وتحقيق العديد من المنافع على كافة المستويات الاقتصادية والاجتماعية والسياسية و غيرها. و لهذا فإن عملية تقييم السياسات العامة تكتسي أهمية بالغة لدى صانع القرار السياسي و كذا الباحثين و حتى المواطنين باعتبارها أداة لقياس مدى نجاح السياسة العامة في تنمية الشعور العام بالرضا عن الحكومة و تأييدها و الوصول إلى عدالة توزيع الثروة،و من ثمة فهي تشكل آلية فعالة في تحسين أداء الحكومة بإيجاد حلول للمشاكل العامة. Political leaders have realized in various governments, political systems and the importance of supporting the citizens of their decisions, and this will not be achieved without national response by Governments to their demands different through an integrated system of programs and plans, or what is known as the public policies aimed at solving community problems and achieving many of the benefits at all levels of economic, social and political, and others. Therefore, the process of policy appraisal is of paramount importance to the political decision maker and so researchers and even the citizens as a tool to measure the success of public policy in the development of the general feeling of satisfaction about the government and its support for and access to the equitable distribution of wealth, and there is an effective mechanism to improve the performance of the government to find solutions to the General Assembly.
