التأسيس للنظام الإقليمي المغاربي كمركب أمني : قراءة في مرتكزات مدرسة كوبنهاغن

الملخص
The contribution of Barry Buzan and Waever in their study entitled 'Regions and Powers' is one of the most important contributions made in the field of security studies in general and in security studies in particular, noting that they did not consider the development of these Theory, but there are other approaches that have contributed to its development and expansion in a great way, such as the effects of the post-Cold War and international relations as well as theories of development and the formation of regional blocs. For Barry Buzan, the concept of the regional security complex provides a good tool for conceptualizing regional security in the framework of contemporary international relations. It also gives two important contributions. First, it focuses on the importance of analyzing the regional system in contrast to other systems (national and international) Analysis of the international security system, without forgetting the problems resulting from the difficulty of defining the borders of the region, which is the same as many previous studies. The analysis of security tends to attract the levels of the international system on the one hand, and the level of national security of the sub-units on the other, and the security analysis ranges from the escalation of the dominant role The great powers within the international system, and the dynamic internal dynamics and expectations of small units. ' تعتبر إسهامات كل من باري بوزان و أولي وايفر Buzan et Waever في دراستهما التي جاءت تحت عنوان " الأقاليم و القوى" ، من أهم الاسهامات المقدمة في حقل الدراسات الأمنية بصفة عامة و في الدراسات الأمنية بشكل خاص، مع الاشارة الى أنهما لم يحتكرا لوحدهما مسألة تطوير هذه النظرية بصفة كلية وانما هناك مقاربات أخرى ساهمت في تطويرها و توسيعها بشكل كبير على غرار تأثيرات مرحلة ما بعد الحرب الباردة و العلاقات الدولية الى جانب نظريات التنمية و تشكيل التكتلات الاقليمية. بالنسبة لباري بوزان مفهوم "المركب الامني الاقليمي" يمنح أداة جيدة لتصور الأمن الاقليمي في اطار العلاقات الدولية المعاصرة، كما انه يمنح مساهمتين هامتين، الأولى انه يركز على أهمية تحليل النظام الاقليمي بالمقابل مع الانظمة الاخرى ( المقصود بها هنا الوطنية و الدولية) ، و مستويات تحليل نظام الأمن الدولي ، هذا دون اغفال المشاكل الناتجة عن صعوبة تحديد حدود الإقليم وهي نفسها التي صادفتها العديد من الدراسات السابقة. و هنا يقترح باري بوزان ان التحليل الاقليمي يصبح هاما و ضروريا بسبب : " غياب تطوير لمفهوم الإقليم، فإن تحليل الأمن يميل الى استقطاب مستويات النظام الدولي من جهة، و مستوى الأمن الوطني للوحدات الفرعية من جهة أخرى، و تحليل الأمن يتراوح بين تصاعد الدور المهيمن للقوى الكبرى داخل النظام الدولي، و كذا الديناميكية النشطة الداخلية و توقعات الوحدات الصغيرة".
