الملخص
في إطار تحولات الاقتصاد العالمي، ظهر مفهوم حديث يسمى بالقطاع الثالث والذي أصبح يحقق العديد من المزايا وذلك بما يملكه من أصول وبما يوفره من خدمات اجتماعية كثيرة وبتمويله لشبكة واسعة من المؤسسات الخدمية وغيرها، في مجالات عدة كالتعليم والصحة وغيرها من خدمات المنافع العامة. يعتبر القطاع الثالث أهم مؤسسات العمل الخيري التطوعي، حيث يقوم بمشاريع وأنشطة تساهم في تحقيق الأبعاد الاقتصادية والاجتماعية والبيئية، وقد استطاع بمؤسساته المساهمة بفعالية من خلال دوره في تحقيق التكافل الاجتماعي في محاربة الفقر. In the framework of transformations of the world economy, appeared a modern concept called the third sector which achieves many advantages as own dassets and including the wealth of social services which finance large network of service in situations and others, in several a sectors as education, health, and others such as public utility services, The third sector is most important sector of volunteerism work, which finance all activities of economic development, the third sector have been able to contribute effectively through its role in achieving social solidarity against poverty, hence, our study demonstrated problematic
