الملخص
لقد تغير مفهوم التنمية في المجتمعات خلال السنوات الأخيرة من المفهوم القائم على المؤسسات العملاقة والتخطيط المركزي، إلى مفهوم أخر يعتمد على الإبداع والإبتكار الذي يقوم به أفراد المجتمع بصفة فردية أو جماعية وهو ما يعرف"بالمقاولاتية". إن أهمية المقاولاتية في تنمية المجتمعات إقتصاديا من جهة ومكافحة البطالة من جهة أخرى يستوجب إعطاء أولوية بالغة لتطوير وترقية وتشجيع المقاولين في المجتمع، إلا أن هذه الجهود يجب توجيهها واستغلالها بشكل أمثل حتى تحقق الأهداف المسطرة، وأهم نتيجة تم التوصل إليها هي تبني إستراتيجية متوسطة المدى ترتكز على المقاولات الصغيرة والمتوسطة من خلال البرامج المسطرة والهياكل الجديدة، التي تهدف إلى دعم وتشجيع هذا النوع من المؤسسات كما تعتبر وسيلة لترقية المنتوج الوطني والتقليل من حدة البطالة مما يعود بالنفع على التنمية الإقتصادية والإجتماعية من جهة، وتهدف إلى النهوض بهذا القطاع الحساس بهدف تعزيز القدرة التنافسية للمؤسسات الجزائرية، ومواجهة إقامة منطقة حرة للتجارة الحرة مع الإتحاد الأوروبي في أفاق 2019. Summary : The concept of development has changed in companies over the past few years, this concept on the basis of large enterprises central planning, the concept of another depends on the creativity and innovation led by the community members, individually or collectively, which is known as "entrepreneurial". Entrepreneurial importance in the development of societies in economic terms on the one hand and the fight against unemployment on the other, requires that development and promotion should be given high priority and entrepreneurs encouraged in society. efforts should be directed and used optimally in order to achieve the underlined objectives, achieved the most important result is the adoption of a medium-term strategy is based on PME through the new programs of the rule and structures , which aims to support and encourage such institutions, it is also seen as a means of promoting the national product and reducing unemployment, which is beneficial for economic and social development on the one hand, and Promoting this sector sensitive in order to improve the competitition of Algerian enterprises and to set up a free trade zone with the European Union in 2019.
