الملخص
The study of the topic of administrative staff as a political actor within the local framework for the employees of the administrative institutions of the department and the Municipality of Es –Senia, especially during the emergence of the starting period of political opening which will raises several questions, which reflect the relationship between the employee's effectiveness and the political participation in the democratic process. This process will lead the political actors to evaluate the performance of their institutions, whether partisan, through which they are dealing with different categories and different groups, and even the elected institutions, in which their activists are present, in the sense of developing standards for better and efficient participation by enabling all in local decision making.
