الملخص
Civil society is one of the most important concepts in the field of social and human sciences. It is, in fact, in a particular historical context and with specific determinants in order to answer to the demands of society and to work to the resolution of societal contradictions. Where civil society has been able to compensate for the weakness and lack of state institutions because civil society is in accord with legitimacy, social justice and social demands. But soon this dream turns into a setback because of the difference between theory and reality, the paradox is to make this concept an instrument to achieve personal interests, following the politicization and ideoligisation of political authority that it does not hesitate to use this concept when it is available to strengthen its legitimacy. After suffering a kind of incompetence and vulnerability, the providence state has attempted to approach its society by listening to its preoccupations through civil society that helps the state to solve the problems of society by working hard in order to find solutions, rational, consensual and adequate to the problems raised
