الملخص
تهدف هذه الورقة البحثية إلى دراسة متطلبات تحقيق حكومة إلكترونية والوقوف على نقاط القوة والضعف في التجربة الجزائرية هذا من جانب، ومن جانب آخر نحدد ما هي التحديات التي تنتظر الحكومة الجزائرية للوصول إلى حكومة رقمية تتواصل وتتفاعل مع كل المواطنين وأصحاب الأعمال ومؤسسات المجتمع. Le but de cette article est d’étudier les conditions nécessaires a la mise en œuvre du e-gouvernement a travers l’analyse des forces et faiblesses de l'expérience algérienne, d’identifier les défis à relever pour administrer un gouvernement numérique qui permettra d'interagir avec les citoyens, les patronats et les organismes communautaires. The aim of this paper is to study the conditions of implementing e-government through the analysis of the forces and weaknesses of the Algerian experience, in order to identify the challenges that Algerian government must face to administer a digital government that will communicate with citizens, employers and other community.
