الملخص
In light of technological changes, which affected in Different countries in all sectors, communities realized the inevitability of change in their programs and the need to keep up with the classic scientific and technological progress in various fields, where racing communities in the development of today's development plans aimed at promoting economic and social infrastructure and administrative targeting the community as a whole building. And Algeria, like many nations convinced of the inevitability of change and cope with this, especially in the administrative sector challenges due to the sensitivity of this device and the influence and impact on the rest of the other community sectors and in this regard adopted Algeria on a range of existing administrative structures at the administrative reform process and activate the Steering public administration to move beyond the era of administrative backwardness.
