الإعلام الجديد والإرهاب الإلكتروني: آليات الاستخدام وتحديات المواجهة

الملخص

Cyber terrorism has become one of the major concerns of most countries in the world. Terrorist groups have invested fully in new media through its various applications, channels and platforms. Terrorist groups realized from the very beginning that the war is a media war a war of image and public opinion in the first place. The use of a laptop and a camera is the best way to win psychological warfare and propaganda and win the minds of youngsters. AL Qaeda and later on Daeshexperiences showed the successful use of new media namely Facebook, Twitter, What’s up, Instagram, and Flicker among others in achieving their goals. Internet and new media enabled terrorist groups to do their propaganda, mobilize youth, raise funds, communicate, gather data and intelligence, practice internal communication and build an international network of supporters and followers. This paper discusses what is new media, what are its characteristics, as well as what is terrorism and its roots, its stakes and challenges and what is cyber terrorism and its characteristics. The paper looks also at the kinds of platforms used and goals sought by terrorist groups. Given the strength of the new media and the speed of its spread, this paper discusses the spread of cyber terrorism and the extensive use of this new media by terrorists. The paper also consider the future of cyber terrorism and what are the ways and means to counter it.
